My 7 month old male kitten seems to have some small black dirt under his chin. He doesn't seem to be bothered by it though. He doesn't have fleas, and these black spots are only on his chin (under his bottom jaw) and they look like black flecks (almost like pepper).

Could be cat acne.  If you feed out of plastic bowls, try switching to glass, steel, or ceramic and clean them every couple of days to get rid of bacteria.  Plastic holds in the bacteria in the scratches and such.  I have one girl who is very prone to feline acne and we have only used steel and ceramic with her.  I have to clean her bowl daily.

It doesn't hurt to give the area a bit of a wash, too.

Thanks for the advice. I DO use plastic bowls, but I will go buy glass, steel, or ceramic bowls. I will also visit the vet tomorrow.
