i've been socializing 5 feral kittens  over the last month or so, while I consider what to do about them(I don't have any money to pay their vet fees)

Now I have some concern, because for the last few days only the little black one is coming 'round. And the neighbor has little plate on the top of her fence with something that looks vaguely granualar in them. I've taught these cats to trust human offerings, could she be poisoning them??

I find myself hoping that for some reason the little black kitten got rejected from the family, and that they just moved.........

Have you talked to this woman?  If she is poisoning the cats, you need to call the police and ask them what you should do.

If the cats have not be exterminated, are there any rescue organizations that can help with the costs?  If you plan to feed them, it would be irresponsible of you not to have them spayed or neutered.  Unfixed cats cause all sorts of problems and if the neighbor is poisoning them, that could be her "excuse."  It isn't an excuse but that may be how she feels.

Thank you for worrying about them.  But it sounds like you may need to take the next step, trap them and get them attended to.  If they are friendly, the rescue may be able to help find homes for them, rather than have them threatened as they seem to be now.

I can't talk to this woman, she has been harassing me for years and every time I call cops on her she is ready with accusations against me. The cops are always on her side. Maybe I should just call humane society to pick up the cats that's left? It's half socialized, so it would have a chance of adoption if it were picked up. better than if it were being poisoned anyway

You can surely phone them, or visit them, and talk it over. Listen carefully what their reaction is...

At some places they pts all not entirely socialized.  At others they do have concerned coworkers, and decent programmes.  Most are perhaps somewhere inbetween.

So contact them, talk and discuss with them.

Then you will know, and be in a better postition to plan and decide on any next step.

What do they say, their probier-stone is usually, if they are handleable.

Good luck!
