The litter box and the dog

Hello,
I'm new to the site and have seen several posts about this but haven't foud an answer to help me.
I have two cats, and two litter boxes that are kept in the basement. There is a door at the bottom of the stairs.
I also have a dog who I can not keep out of the litter box. She waits until one of the cats has used the box and then in she goes. Gross.
At first we didn't notice she was doing it...my husband I assumed each other we're cleaning the box. But them we noticed the dog was popping a lot more herself than normal, and she was getting thinner.
So I put a baby gate in the doorway. It solved two problems bc we didn't want her down there on te basement carpet anyway, since she loves to poop on carpets. Another problem for another site.
Anyway, this weekend she proved to be as nimble as the two cats and can now jump over the gate. Woke up to lovely dog breath an cat litter smell in my room, because where else would she go after her midnight snack, then back into bed with me.
I cannot put covers on the litter boxes bc my cats won't use the boxes then. I've tried that before to help with the smell and the one cat started peeing anywhere else.
I guess I should mention that my dog is a chihuahua mix. Basically, is smaller than both of my cats. So all these great ideas of cutting holes and stuff don't really work for us. Chances are if the dog can't reach it neither can the cats.
The dog even jumps up on the table to get food that may be there, so elevating the little box probably won't help much either.
So with that all said, does anyone have any ideas??

It is an expensive option but the only thing that has stopped the dogs from getting into the litter box has been the litter robot.

I have a top entry litter box, I don't know how helpful this would be for a big dog though.
