DOG LIVING IN BASEMENT

This is a very upsetting situation for me and I don't know what to do.  I know a woman who is keeping her dog in the basement of her house that she is not living in.  She has not lived there for months, but the dog is kept there in the dirty basement.  She keeps the light on for the dog and I am told that she visits and spends time with the dog every day.  I don't know if this is true or not. 

I went to the house and it is clearly abandoned (very tall grass, weeds).  The windows are all covered, including the basement windows.  I did manage to see through a basement window that was not completely covered.  I saw the dog there, looking up at me and wagging her tail.  There was stuff all over the place, a dirty, dingy basement.  It was hard to see clearly through the window because most of it was covered and it was very dirty.  It broke my heart to see that dog all alone in that basement!

I tried talking to the owner tonight and offered to take and care for the dog until she figures out her living situation.  She refused and said that the dog is being well cared for.

I also tried calling animal control.  The answer I got was, "I don't know what to tell you, I have never had that kind of complaint before".  No help whatsoever.

Does anyone have any advice or suggestions on what I can do?

Oh what a horrible situation.

Can you take pictures of the deplorable conditions and show them to another more humane animal control officer? Is there a dog rescue group in your area--they may have dealt with this situation, in your same county, before, and know how to light a fire under someone's rear end.

I agree with Ritz. Take pictures and report it again. Make a request to at least send someone to check out the place.
