Question about inner eyelids.

So a little over a week ago I noticed that our female cat Chai couldn't open her inner eyelids all the way. It makes her look kinda cross eyed. So we took her into our vet and had her checked out and he felt it could be allergies or some sort of bacterial thing. He gave her a shot of anti-histamines and prescribed some oral antibiotics and some antibiotic eye drops. We are nearing the end of her meds and her eyes still aren't better. Sometimes it is worse and sometimes they look like they are better. Has anyone had anything similar to this before?

Has she been checked for FHV? You might want to start giving her l-lysine, 250mg twice a day.
