How to train a singleton not to bite! :/

So little Panda 3 1/2 weeks now. He's been a little sweetheart but overnight has become a biting machine. I know that it's difficult for a singleton to learn that biting and claws hurt when they don't have a sibling to play fight with. He bites mom and mom just licks him.

He want to bite everything. My fingers and anything that's within reach. He's even starting to use his claws. I don't want him to be nasty and unadoptable.

I have given him a little stuffy to wrestle with but that's not cutting it.

What to do???

Do you have/know another litter he can go play with? Even if they're a bit older they can teach him a few things. I'm sure you'd want to avoid cross-contamination but I suppose that risk would have to be weighed against the risk of him playing too rough to be adoptable :/.
