Neighbour's neglected cat at my door day and night

One of my neighbours has a siamese tom young adult.  He's got a collar, has his back claws regularly clipped and is obviously fed, but he's out 24 hours a day.  She's very rarely there, I think she has moved in with her boyfriend elsewhere and keeps this property to come back and for to.  She puts the cat out everytime she goes out and when she's there, she only lets him in sometimes.  He's out all night every night.  She only kept him in during the snow.

When I first moved here, the cat was in my garden constantly.  After a while he came over to me, he seemed to decide to trust me and started rubbing himself round my legs while I was in the garden, then he followed me inside.  Since then, I can't get rid of him.

I don't feed him because he's obviously fed and I don't encourage him in (I don't want him..I recently lost my two cats to old age and don't want another).  But he's determined to be here.  I have to let him in because if I don't, he's at my door constantly, all day and night, meowing so loudly that I and my family can't sleep or watch tv (his meow is very, very loud).

He smells really badly of cigarette smoke.  At nights I've been letting him in so we can get some peace, but every so often through the night, he wants to go out again...then ten minutes later he wants to comne in again and he won't be quiet until I do what he wants.

I never encouraged him and I can't stop him...I'm at my wits' end.  I've had disturbed sleep for months.  His owner knows he's a pest to people (he's been ripping open people's rubbish for months) and she doesn't care.  Like I said, she's rarely there.

I don't mind him being here as long as he's well behaved, but how do I control his restlessness at night??  My daughter's got exams at school and he's waking her.  He wakes us whether I let him or not...I can't win.

He also uses my lawn as his toilet and it's covered in his mess.  His owner doesn't care.  Anybody got any advice?

Sorry you're in this predicament.  Some suggestions I have depend on how much trouble you want to cause your un-neighborly neighbor.

Have you talked to the neighbor or left a note?  If so, do you get the impression that she is abandoning the cat?

A discussion/note needs to be the first step, depending on your next steps.

You said "tom":  does that mean he is not neutered?  It might be worth the money, peace and quiet to get him neutered yourself; it is clear that the neighbor won't.

Do you live in a place where there is a homeowner's association?  If so, I'd complain to the property management company.  They might instill the fear of god/euthanasia in her.

In some counties, it is illegal to let an intact male/female roam.  Proof of rabies vaccination is often required, usually on a collar, especially if the cat is outdoors.  Your final option might have to be to call animal control.

If this is a pure-bred Siamese, well, they are expensive, and you might want to contact a rescue organization to see if they can help.

Meanwhile, there are some motion detection devices (light, water) that could scare away the cat when he goes on to your property.

Gosh, I have had this very same problem. Although, the people never fed their cat and he was constantly at my feral stations feeding and meowing at my doors for help. He would be out there sleeping on my front door rug all night and be there looking in the window each morning. It broke my heart for him. We have many dangers in our area such as coyotes and fox. He was a very sweet and loving cat and did not deserve that kind of life IMO. He was very, very thin, unaltered, unloved, no collar and no chip, etc. etc. In my county, it is illegal to let a "pet" roam. I did take the cat in. I got him neutered, shots, dewormed, etc. He is in a loving place right now - safe, cared for, and deeply loved. The "neighbors" never even asked if I had seen their cat. They truly did not care and it was obvious. I know I did the right thing for this cat. I will not tell you what to do but do what is in your heart for this cat. He is asking for your help. Cat's are very, very, very special and intelligent beings and they know what they want and need. I can't help myself but to answer them and oblige. If he is not fixed this is the root of the yelling to come in and out. I would contact your local rescue or TNR group and see if they can help you get him fixed. It is illegal in many places to let out an unfixed cat so you should be able to get him fixed especially if he is on your property. Please do not call animal control because they will likely just put him to sleep! I am not sure where you are but where I live the hummane society can come and take animals for neglect, you might be able to work with such an organization to get her rights to the animal taken away and either transferred to you or a Siamese rescue group or another no kill shelter. You should not leave him with the hummane society shelter though because they are a kill shelter. You are lucky though because he is a pure bred it will be easier to adopt him out if you decide not to keep him, though it sounds like he has chosen you! For sure contact a Siamese rescue group near you and they may have other ideas on how to help.

Thanks for all the advice.  I have contacted cats protection and asked them to speak with his owner about getting him neutered and caring for him properly.  I hope it works, he's so unahppy.  He was out again this morning in the rain, throwing himself at my back door.  Poor guy.

I tried to find a siamese rescue group first (I don't like my local cats protection people), but there doesn't seem to be one in my area.

It may be unlikely that these agencies will contact her directly, but we can hope. I wonder if you could approach this lady and talk with her about her cat? Maybe she really doesn't want this kitty anymore and would be willing to relinquish. :dk: It may be worth a try. It bothers me that the cat is running loose unaltered and breeding other stray cats as I am sure is already happening. I would definitely talk with her about offering to get him neutered through a TNR organization. That is a very important first step - getting him fixed.
