I-didn't-know-where-to-put-this,so-if-its-not-in-the-correct-place,would-our-kindly-moderators,please-move-it.

I-also-did-not-put-the-link,because-it-would-take-one-right-to-the-Cat-Show-Board.One-has-to-be-a-member-to-post-and-read-it,plus,it-would-come-out-under-my-name,which-posting-under-my-name,ain't-a-goody-idea.

Anyhow,it-concerns-the-changing-of-the-law,regarding-how-pets-are-cared-for,at-pet-stores,and-it-ain't,for-the-better.It-urges-members-and-clubs-to-VOTE-NO.I-felt-those-who-live-in-this-state,should-be-aware-of-it,as,it-may-affect-other-states.

Read-thru-it-quick,and-believe-it-is-for-CFA-members-and-CFA-Clubs.

Subject: [CFA-NAR_News] ACTION ALERT New York Bill Threatens Pet Stores - **Hearing Set For Tuesday, April 30th! **
To: <[email protected]>

The Cat Fanciers' Association, Inc.
Legislative Alert - April 29, 2013
Appropriate forwarding is appreciated

ACTION IS NEEDED NOW- from all pet lovers in the State of New York.

BRIEF SUMMATION: The New York Pet Dealer's Act creates uniform standards of
care for pet store animals in the State of New York. Two bills would repeal the
preemption provisions, allowing for a patchwork of differing standards in
the State. There are other moves afoot to expand the Pet Dealer's Act to
include pet sales by hobby breeders. So this may become our fight and the
time to stop it is NOW.

CURRENT STATUS: There will be a hearing on April 30, 2013 before the NY
Senate Agriculture Committee. We need calls to ALL of the committee members
urging them to vote NO. IMMEDIATE ACTION IS NEEDED.

Take Action! Visit this page:

Time is of the essence. Rather than delay things by drafting a separate
"CFA" alert I'm forwarding the PIJAC Action Alert below. The link will take
you to contact information for the committee members. Please phone/e-mail
each of the committee members urging them to vote no. Urge your family,
friends, co-workers or even kitten buyers to contact the committee and ask
them to vote no. Pets sold by pet dealers in NY deserve a statewide
standard of care and not a confusing patchwork of differing (or even
inconsistent) local standards.

> The Issue:
>
>
> Legislation that has been scheduled for a hearing in the Senate
> Agriculture Committee on April 30th (Room 411 LOB, 9:00 a.m.) would
> repeal the preemption provision of New York's Pet Dealer Act, which
> requires pet store licensing and imposes sound standards of care for
> pet store animals. That provision was established when the original
> bill creating the Pet Dealer Act was adopted into law in order to
> ensure that licensing requirements and standards of care would be
> consistent across the state. It was supported by the ASPCA, which
> helped write the law in the first place.
>
>
> The Impact:
>
>
> If this legislation (SB 3753 and AB 740) becomes law, then the
> licensing system established under state law will no longer be the
> preeminent law. Localities would be free to pass their own,
> conflicting law. They could require additional licensing, impose
> standards that are inconsistent with state law, or ban the sale of pets
> altogether. Standards would be different from one locality to
> another, and pet stores operating in different localities wouldn't even
> be able to apply the same standards in their stores.
>
>
> PIJAC Position:
>
>
> PIJAC strongly supported adoption of the Pet Dealer Act in New York,
> and has supported strengthening standards in that law over the years
> where appropriate. In fact, PIJAC supported amendments to the act
> just last session (which passed and were adopted into law). However,
> PIJAC opposes fragmented, inconsistent standards from one jurisdiction
> to the next. Requirements under the state law should remain as the
> prevailing, consistent standards throughout New York.
>
>
> Recommended Action:
>
>
> Because this bill is set for hearing Tuesday morning it is imperative
> that every pet store have their employees, customers, friends and
> family IMMEDIATELY contact every member of the committee to oppose this
> bill! Refer to the contact information below to phone and email
> committee members. You may wish to make the following points (in your
> own words) as well as letting legislators know how this will hurt your
> business:
>
>
>
> Responsible pet shops support high standards of care. PIJAC supported
> adoption of the pet dealer act in the first place and helps support
> passage of needed amendments.
> The state pet warranty law is also being strengthened this year, with
> the help of PIJAC and the pet industry.
> This bill hurts pet animals and pet owners by compromising an effective
> state licensing system that has ensured consistent standards across New
> York state for over a decade.
> This bill would hurt small businesses by opening the door for
> inconsistent and unnecessary requirements when an effective state
> licensing system is already in place. Pet stores having locations in
> multiple jurisdictions would have to observe different standards from
> one store to the next.
> The pet industry has an established history of working with legislators
> and humane groups in New York to pass sensible legislation to protect
> pets while also benefiting pet owners and allowing responsible
> businesses to keep operating under appropriate standards. The
> proposed legislation would hurt pets by driving responsible pet stores
> out of business, and hurt pet owners as well.

Thanks!

I-see-this-kind-of-stuff-on-occassion,but-it-more-affects-the-breeders,or-rather,the-smaller-breeders,some-would-call,hobby-breeders.But-in-re-reading-it-again,it-appears,it-may-affect-breeders,even-the-big-ones.

I-have-seen-over-time,when-it-starts-to-affect-the-breeders,ie,the-big-ones,time-to-duck,the-scud-missles-be-a-flyin'.....
