Mixed messages - am I feeding a stray pair or feral cats?

I am trying to figure out if I should try to take these cats in or not.

My husband and I have noticed at least one of the cats for a long time... probably the fall of 2011, possibly winter 2011/2012.

When our former senior cat was alive, a few time there was a cat with very big eye that meowed at the window (ground level window in half basement apartment). The cat never meowed all night... just on occasion a little bit.

The senior cat past away in early spring 2012. We may seen the stray cat in the last year, but can't remember clearly.

We now adopted a two year old female tabby. She has lived with us about 10 weeks. The other day we heard meowing as we entered the kitchen (with the window). We thought it was our new cat at first, but realized quickly it was the same cat at our window.

This time we put a little food on a plate and put it out the window. The cat retreated quickly when we opened the window, and hesitantly, yet quickly came back to eat all the food.

That was 2 days ago at night time. I have now opened the hatchway right near the window. I have a french door still between the apartment and the steps, so I can watch him/her. Yesterday at night I realized that the black/dark chocolate stray had a companion- very similar looking but smaller with whitish/very light brown around the head and underneath. The smaller one is much more timid, much more likely to come out/near in the darkness (though have seen her in day time in back of yard). The smaller one is a lot more interested in my own cat...

They don't look particularly dirty...

They don't let me get closer than say 5ft, especially smaller one. However I slowly put a food dish near the larger and my hand was perhaps as close as 2.5 feet. he/she looked a bit alarmed but very still, eyes big. however both very skittish and aware of distance between you and they. 

my own cat does yowl at the bigger cat especially, through the window or at the door- but also at times has been fine when they were in the hatchway- just watching. I also took her outside with the harness on and the two cats were within 7-10ft of each other with mainly just looking and alertness perhaps one hiss from my cat? other one was on high alert but just stayed still looking between my cat and me from time to time.

how can i figure out if they are abandoned pets or if they are feral cats that just live in this area? i am pretty sure that they aren't current pets of anyone with how scared they act, and how they are found outdoors at all hours (day, night, even 2am...).

Im not sure if you really must know this. Fostering an stray who got semiferale is probably easier than fostering a real semiferale, but you can foster a semiferale too.  These do try to seek some contact with you, arent totally skittish, are no hostile in any way.  Whomever they are, it is surely possible to foster them.

If you are willing and wanting. Because it is work, time, patience and love needed.  If you are lucky, a couple of weeks may be enough. But count with a year.

If you dont have this commitment, but you want to help them, it is better to let them be your outside cats. Just make sure they are spayed/neutered.

Ps. There is perhaps some Rescue group in your town?  Try to get support from them. But most shelters probably wont get much help. You cant send them to a common shelter, they will be prob be just put down. But you can perhaps be a foster home for a shelter, and get help with vet costs.

Many rescuers do it from their own pocket and on their own, with perhaps just a very loose cooperation with a rescue group.
