Since no one has come along with personal knowledge, here's a link of threads about rodent ulcers. Plenty of reading with lots of suggestions and helps. One thing I have heard of, is adding pure evening primrose oil to a kitty's wet food (about 10-12 drops) once daily to help with inflammation.
My Yue had something like that once. The vet suggested she might be allergic to her food dish (though I can't remember if that was it or not), and then gave me medicine. Went away aright away and hasn't come back since. No matter what it is though, I suggest taking your cat to the vet to find out for sure. We can't diagnose through a photo.
