Opinion on neighbors semi feral mom and feral kittens

Hi there - we have these completely  junky neighbors who don't take care of their animals or property.  One of their previously indoor cats is not a mangy outdoor cat who had kittens.  The mom cat has been coming to our house into our garage through the cat door and eating our cats food.  Now the totally feral kittens are coming into the garage as well, and eating our food.  They haven't been cared for at all and I don't even know if they are being fed by our neighbors.  They are obviously hungry and needing someplace warm to hang.  We already have 4 cats, not interested in any more.  I was told by the animal control people that it was in our right trap them on our property and bring them in.  We have mentioned to the neighbors that the mom cat was coming over quite a bit and eating all our food.  We've been dealing with this since the spring.. the kittens now coming in is the last straw for me.  Any suggestions.. input??  I'm leaning on not telling our neighbors.  Seriously, they are the kind with junk piles in their lawn and leave their dog tied up on a chain for extended periods.  I know they have other cats inside too...

My stance is if they come on my property, I can trap and fix them.  It is up to you whether you want to continue feeding them.  In my area, once you feed them for seven days, they belong to you.  I wouldn't say a word and just do it, if you can.

If you can't keep them yourself, even as outside cats, is there a group you can work with to fix them and possibly find barn homes for them?

My dilemma is similar - one irresponsible neighbor and I've ended up fixing 13 cats!  But I feel it's better to fix them and let them go than to let them continue reproducing.

Good luck - it is a frustrating situation ...

I was told by the animal control people that it was in our right trap them on our property and bring them in. 
what exactly would they do if you brought any of the cats in? in my area the aco would try to find one of the local no-kill shelters that has some room, or get the cat(s) to a foster. in your area would the cat(s) be taken to a no-kill shelter? or would the aco end up killing the cat?


My stance is if they come on my property, I can trap and fix them.
