You need to figure out WHY she's licking.  Most likely it's a food allergy or some other kind of allergy.  Have you tried eliminating things to figure out what's going on?

Ummm,... cats lick to groom themselves.
My cat will randomly lick paper lol. If I get a new book he will give it a good licking before I can read it! Pretty cute. He also likes to lick (and chew) my hair!

Is she grooming to the point of damaging her coat and/or her skin?

Why mention of the E-collar?

Are you sure they don't have fleas?

Why is she wearing the e-collar?  Because she over-grooms?  Or some other reason?

If she is causing damage to her coat, skin, or to any of your belongings I would suggest a Bitter Break spray. My cat used to chew on cords to the point of damaging them, and I was afraid he was going to shock himself. I just spray the cords and it has an all natural bitter taste so he does not chew them anymore. It is safe to use on the pet (usually ment for dogs who bite themselves).
