We have a litter of kittens, and about 1-2 of them try to eat their mothers dry food.

The mom does feed them/care for them/etc, they're not neglected, but they try to roam over there and nom a little bit on her food, is that ok?

They are doing what kittens do - copying mother.  Trying her food at 4 weeks is completely normal and is how kittens wean themselves.  What dry biscuits BTW?

Have you offered them canned food? I had a litter that ate their mother's kibble at 3 weeks but I think it's better for them to have something softer.

No, we walked into the bedroom once and saw one of the kittens eating it. We have given the Mother soft food (as a treat) and the kittens sniff around, but she devours it all before they can even see it.

Mum should have wet food at least twice a day (ideally 3-4), and as much as she will eat. Nursing takes a lot out of them, if she's eating food before the kittens then you need to put more down.

Both mother and kittens should have as much as they can eat right now. Neither a nursing mother nor growing kittens can be considered greedy if they need more than you are giving them. At 4 weeks the kittens should be beginning to eat on their own, and need wet kitten food or mashed up pates in stock or water. Kitten milk is good for them too. Please do give them more - it sounds as if they all need it.
