My cat has something on him that really scares me. They're not fleas because they don't jump: they crawl. They also like to crawl on me. They're absolutely tiny, about 1.5mm by 0.5mm. I've given him a flea treatment a couple of weeks ago and they  don't seem to care. They're all black and look like tiny, thin, wingless flies. Does anyone know what they are? I'm scared.

It is possible this is flea larvae, but I suggest you take your kitty to the vet ASAP to get this looked at. After you do, please post back what the vet said.

Flea eggs drop of the cat and the larvae and pupae live in the environment, so they are not those.  They might be some sort of mite (but you don't say the cat is very itchy, and mite infestation normally leads to lots of scratching), but I agree a vet visit is in order.

And please let us know what they are and what the treatment is!
