Why isn't there a lysine eye drop for feline herpes?

I've been getting lysine into my cat who has had a long term eye herpes flair-up (conjunctivitis) but the supplement just isn't getting it under control.  She is on a raw diet and has the most luxurious coat of any cat I know.  It seems that for eye infections, drops would be the best way to get to the problem directly, so I'm wondering why there aren't lysine drops.  Can I make my own with saline?  I don't want to go the route of expensive antiviral drops.

what about getting a compounding pharmacy to do it?

I think lysine has to get into the immune system to work, not as a local treatment. My Wellington gets lysine daily for herpes control, and I apply am eye cream locally as well during flare-ups. It may be a question of getting the dosage right - I give Wellington 250mg daily normally, and 500 mg if the eye looks sore, but I know people who need to use up to twice that. HAs your vet suggested upping the dose of lysine?
