My norwegian forest 1 year old was panting a lot even when not having exercised. We took him to a vet and he took his anal temperature as 39.8 C which is hot and that day was rather cool. X-rays showed his heart and lungs are normal. He seems to be a little fat at 5.5 kg and the vet felt flab but its not obvious flab. He put the internal temperature down to him being a fluffy cat under a bit stress and being a little fat and gave us a weight reduction diet. Do you think nearly 1C too hot is all down to just that? His eyes often dilate to obvious large eyes when panting.
By the way its reaching real Summer heat - today was about 30 C but at least he is an indoor cat and we use aircon.
