help for Nigel...did he get bad food or what is causing these symptoms? advice please

My daughters cat Nigel is about 8 years old and recently went through a phase of licking and extreme shedding.  Now that has gone away and he has a white spot on end of nose with the top of his nose dry and crusty.  He has large flects of skin coming loose from shoulder to hind leg.  (worse than bad dandruff)

He is eating, drinking and playing.  He is not scratching , acting sick, etc.

All this apparently started 3 weeks ago when old dad mail ordered her some cat food Avoderm indoor weight control.  She said the only apparent difference between  Avoderm she purchased at pet store and the internet Avoderm was the label was a different color.

When the white patch appeared on his nose1 week ago  she took him to the vet who gave her Quadritop to put on it.  She has quit the application because it does no good after a week.

Any ideas?  Could the food be coincidence?  Could the Quadritop be causing a problem?  Or could it just be hormonal or thyroid?

She is in Arkansas 300 miles away trying to go to school and deal with this.  Nigel is the only "grandchild" so you get the picture.

Any suggestions for  him would be appreciated.
