Hello,

My cat is completely healthy and has no ear mites. But he keeps scratching his head and under the chin (no blood), did some googling and some mentioned fleas, I looked but I didn't see fleas.

Help.

You only see fleas if things are bad, but stand her on something white and comb witha  fine tooth comb.  if you get black specks out, wet them.  If they stain the water red they are flea dirt.

Yep.  But if the skin becomes irritated around the neck this could be an indication of something else.  Mites and a number of other things besides fleas.  I would keep an eye on her and if it becomes really excessive I would call the vet. Just my

I know it could be other things, just saying how to check for flea dirt.  No flea dirt = no fleas.  And I agree about consulting the vet if this carries on.
