Chairman of the Armed Services Committee and co-sponsor of the NDAA, Carl Levin, stood on the floor of the Senate floor and confirmed that Obama demanded the National Defense Authorization Act include Americans for indefinite detainment, and would sign only if that power were given to his own office. The controversial NDAA that the Obama Administration promised to veto due to rights abuses was signed by President Obama, with the only change in the provision being that the president himself was awarded the power.

The $662 billion bill also includes tough sanctions against Iran over its nuclear program and allocates money for the military, which Iran has declared would represent an act of war, and analysts have forecast that such sanctions on Iran would force a war or suffer economic collapse.
