But there is no policing force, making this a rather futile discussion.
The only thing I see happening here is that some poor countries will ask for handouts to "go green" or else threaten to chop down rainforests and make hats out of endangered animals.
The US and others will get antsy and pay the blackmail money and it will be considered a victory... meanwhile Japan will enjoy some blue whale sushi and Texas will do whatever the heck it wants to for energy needs as that isn't under federal control to begin with AFAIK.
Basically, some people will get to feel important setting up a commission with high salaries and expense reports and make a lot of money, and the tax payers will foot the bill thinking they actually accomplished something, and China will probably create the world's largest used tire fire just for giggles.
