3 month old kitten - Ack!

Ok, quick synopsis of what's going on:

I recently adopted a 3 month old kitten who was dumped on the side of the road by my house. When I took her to the vet, he examined her, and mentioned it looked like she had been starved. I'm trying to help her put some weight on (right now she's nothing but skin and bones, when she's wet you can actually count her vertebrae and ribs). I opened a can of wet food for her, hoping she'd eat it. She ate some, very quickly, but has not shown interest in food again since (it's been about 18 hours). I've done what I can to keep the food out and available, just keeping an eye on when she eats and how much, but she hasn't eaten. She drank very little water as well, but her urine seems light enough, so I don't think she's dehydrated. She did drink some, but she refused the dish i offered her. She stole from the dog instead.

Anyway, here are my questions:

Do you have any advice for helping a cat who was starving to death? She refused milk, but would eat wet food. I haven't offered her any dry yet. Should I offer her certain foods to get her to eat more?

Also, how much should a 3 month old kitten be eating?

Is there any way I can make her water dish more palatable to her, as the dog enjoys pushing her over with its nose, and I'd prefer she not be terrorized by the behemoth?

First of all, a huge thank you for taking this little one into your home!.

Being a baby still she needs kitten food because that has more fat in it than adult food. Also a kitten needs around several meals a day similar to human babies.

What food are you feeding her?. You could mix some kitten kibbles in with her food as well to see how she does on those.

Dont give her milk unless it's proper kitten milk as this can upset her tummy, just  cool water is what she needs.

Keep popping back in because the other members will be on later with more advice

right now, I've been giving her the canned "Special Kitty" we have sitting around the house. None of our other cats are kittens, so we don't have any kitten food, but i figured the wet food would have more fat in it than the dry stuff, and right now my idea is "get some weight on her" before I get her spayed/vaccinated and give her flea treatments. I know those things can be hard on a cat, so I think (you can totally tell me I'm wrong here, I have no idea what I'm doing) that it would be healthier for her to wait until she's not so... emaciated.

Thanks for the tip on the milk! I really have no idea what I'm doing. XD she finally ate some more this morning, we'll see if she eats again today. Maybe she's a feeding once a day cat?

Does anyone have an inexpensive wet or dry kitten food they recommend, especially to get some weight on her? While I'm willing to spend a bit on her, with all the impending vet bills and purchases involved in a new kitten, it'd be nice to keep costs down a little.
