1 year old kitty stressed?

1 year old, female, fixed cat has a few issues

1. Her back twitches throughout the day(especially after going to the litter box)
2. She licks and bites near her tailbone and after using the litterbox
3. She doesn't cover her urine/feces and jumps out and runs around the house twitching and licking herself aggressively

We recently moved to a new apartment so Im thinking it may be stress or all the noise so I bought some feliway to see if that helps.

Any thoughts?

Thats pretty much exactly what happens. Thanks for the video, Ive seen descriptions of Feline Hyperesthesia but having the video helped. I dont really see any "cure" for it besides reducing her stress, any advice? Could her litterbox problem be related to this as well?
