Tupper Lake, NY Cat hoarding

We have a group of cat hoarders in our town who have the belief that all cats should be inside cats. If they see cats outside they take them. Trap them if necessary. These are cats who have families. There are three maybe four reported homes two that noone lives in and they all have 40plus cats in them. We cannot prove they have stolen any cats because you cannot get into any of these houses. I have spoken to our local PD, State Pd, sheriff's in St lawrence county. Code enforcers, DA. "PETA". We cannot find any help. The one house is being called a shelter with a Board of Directors. One of the directors on the board had to resign two years ago from managing a True Shelter because she wouldn't adopt out cats without the adoptor signing a contract that stated she could go into their homes at any time to see if the cat was cared for. also if she found the cat outside she would take it back and if you want it you had to pay her $500.00 to get your own cat back. Anyway we need help and have exhausted all the known avenues. The ASPCA told the local PD that if they closed the one house and we as a village didn't have shelter space they would put down all the cats. So that is what stopped the local pd. WE need some help even if it is just sending me in the right direction. We as a village are NOT affiliated with a shelter. I find it hard to believe that these cats are all hers like she says. Please help.

I don't find it hard to believe that all the cats are hers. I have 22 cats, and if I took in every stray or unwanted pet that was offered to me I'd have hundreds. There are so many cats legitimately in need that I hardly think anyone needs to go looking for more to take. And if the cats are being well taken care of there's no reason to interfere. But maybe these people are crazy and do steal pet cats, of course I have no way of knowing.

Are any of the cats that were supposedly stolen microchipped? Without a microchip it's nearly impossible to prove ownership.

How many families are missing cats?

I don't know how large Tupper Lake is, but how many vets serve the area? Have the missing cats been reported to the vets? ("Posters" with photographs and descriptions of the missing cats put together with contact information and given to all local vets).

I don't know about where you live, but we TNR cats, and all the local vets know who the "cat people" in the area are. So can't you turn to them to help match up "stolen" cats with "rescued" cats?
