conflicted about a stray

We are moving in 2 days and lately we have a little black and white kitten hanging around, she is maybe 4 months old and i am pretty sure she is a stray as she is around all the time.
We have another kitten about the same age her best friend hanging around too,she lives in the complex across from us but the owners go through animals like they are disposable(they have lived there about 4 months and 5 dogs and 4 cats later) this little grey kitten is outside %100 of the time.
Would it be wrong for me to take the 2 when we move? I know taking the grey kitten with a home would be but with the winter coming up these poor things will suffer outside.
I have talked to the owners and they said she likes being out so they leave her.
We can not technically afford 2 more cats, but we would make it work like we always do. But i think i would think about them nightly wondering if they are okay.
My husband has already named them Beans(Black and white kitten) and Fu-Fu grey kitten.

The stray, without a doubt, scoop her up and take her with you. The outdoor only presents a bit more conflict. However, if there is no collar on her and theydont spend time with her, I'd scoop her up too. Others may disagree but an apartment complex does not offer adequate shelter from the elements, and if the current family is unwilling to provide that, I'd say they aren't responsible pet parents and off we would go.

I'm not a fan of letting cats out.Letting a kitten outside running loose,.is like letting a baby outside with no one watching them. Take both. And know you did the right thing. You have given them a safe loving home. Something they don't have now.

Well an update, They both have joined us in our home on their own free will.
My Stewie is loving having them.
We have found out that Fu-Fu is a male and we have cleared room for for vet visits in our budget.
No the grey cat has nothing to id him, No collar or tattoo or anything.
From the moment we brougtt them in they have acted like they have been home,Comfy on the couch, using the litter box and eating the food.
