In the past few hours, I have noticed that my kitten has been drinking water from his dish about 4 times. Is this normal, as I don't notice this with my older cat? Thanks.

A lot depends on what you are feeding him/her. If you are feeding the kitten a dry food with a low moisture content then you will see them drinking considerably more than a kitten that eats wet food.
In addition think about your other cat - do they go outside, in which case they will be drinking and you won;t see it. You will be hyper aware of of what your kitten is doing. I have a 13 week old myself who probably takes a small drink every hour or so.
Excessive drinking can be indicative of Kidney issues, so get them checked out if you are really worried, but first ask yourself how much are they really drinking - four times in a few hours is not a lot for a kitten as they tend to take only a small amount at a time.
Now if I could only convince Eva to drink from her bowl and not my bedside glass I would declare myself once again master of the house....
