From Italy: 11 yo cats with recurring eyes' vesicles

Hi,
my name is Zara and I'm writing from Italy. I desperately need help. My beloved cat Lev has had vesicles to his eyes (sometimes just one, sometimes to both of them) recurring every two months or so since last November.
I took him to the one who's considered to be best eye-vet in Italy and one of the best in Europe, and he told me he thought they were scratches (my cat lives indoors but I own three more cats).
I treated him with an antibiotic ophthalmic oinment... the vesiculas seemed to reduce after a few days and solve themselves within 7/10 days... but they leave "white scars" on my cat's eye and last time he had these vesiculas he seemed to have developed a sort of allergic reaction to the oinment (Tobramycin)... so I really don't know what to do now (a vesicula suddenly appeared tonight around 1am).
That's the way it goes... no signs of desease and suddenly his eye starts weeping hard and then in a few minutes the vesicula appears.

My vet is going away on holiday the day after tomorrow: she's not an eye-vet and she's seen my cat many times... she only told me to change oinment but in Italy there are only two antibiotic eye-oinments that do not contain steroids. What if he does get allergic to the other oinment as well? I can't give him drops... it's really impossible, he runs away.

I must also say Lev is not easy to be visited or treated by people other than me... he'd need to be sedated to be seen by a vet he doesn't know... but I already went to the best in Italy. I'd rather not have him sedated because he has an atrophic kidney since birth and sedation could comptomise his working kidney.
It's now clear to me those vesiculas are not the results of scratches or traumas, despites what the eye-vet said... but what can it be?
Anyone has had similar problems with their cats? Any suggestions? I already know I'm not going to sleep tonight (it's 4am here, now)... this is an attempt: there are thousands of people reading here.
