Kitty sporadically urinating outside of the litterbox

This is about my 6-year-old neutered orange tabby male, Leo. I adopted Leo and his brother Tigger (also a neutered male) from a local shelter in August 2009.

About three weeks ago, I caught Leo urinating in a fabric bin where I kept extra plastic grocery bags. I heard some rustling (the plastic bags being moved) and saw Leo standing with his tail straight up urinating. I chased him off and moved the fabric bin to the garage (where the cats are not allowed).

About two weeks ago, I caught Leo starting to urinate in a plush pet bed that Tigger used to lay in. (Tigger hasn't laid in that bed for probably a year, but Leo is the dominant cat in my duo, and Tigger accepts that.) He was again standing with his tail upright, and I chased him off before he peed more than a few drops.

This evening, Leo again started to urinate in Tigger's pet bed. I again chased him off, and this time I moved the pet bed to the garage so there will be no more urination attempts.

In these past three weeks, Leo has urinated in his normal litter boxes (I have three litter boxes for my two cats, and I have been using the same brand of litter for over a year, so no changes there.) He does not meow or seem to be in pain when he urinates. Leo's behavior otherwise is normal. He is a very affectionate kitty and follows me around, sleeps on my bed at night, and wakes me up in the morning.

Has anyone had similar experiences with any of their cats? If this is a urinary tract infection, should I expect to see more frequent urinations outside the litterbox or other overt signs? Or could this be Leo acting out against Tigger? (Tigger has been slower to warm up to me, but he's now getting to the point of sitting in my lap or cuddling with me, which he didn't used to do. Often Tigger sits on my lap and Leo comes up and takes a swipe at Tigger's tail. Both kitties were front-declawed when I adopted them, so this doesn't cause any damage.)

I'd appreciate any ideas or advice you might have. Thanks in advance

It's always a great idea to get them checked by a vet. That being said, however, in my experience, this sounds behavioral. Maybe not acting out against Tigger - could there possibly be a kitty outside that he's seeing and is setting this off?

Definitely get him to a vet. When my female cat developed cystitis, it was months before I realized what was going on, since she used the litter box regularly in addition to occasionally peeing outside the box. It sounds like Leo is trying to pee on soft surfaces, which is common when they are uncomfortable due to bladder pain/inflammation.
