Backside

I'm not sure if this is the correct place to post this thread but please help me.
My neighbor's kitten, Zoe, has some stiff fur where his tail begins and his behind and half of his backlegs seem to be gooy, like they were just washed. He also has flies bothering him. Other than that, he seems to be fine, eating normal, acting normal, etc.
Has anyone have had this problem and does anyone know how to help him?

I believe I've heard of this before, but I can't remember what it's called. Tar-tail maybe? I'm sorry, I just don't remember.

It sounds like some sort of a discharge, but on his legs? I really don't know, but I hope someone can help you.

Thanks for you help. I checked the kitten this morning and all the gooy stuff seems to be gone. Maybe because he was outside. Thanks again!
