Sign the petition to support the HAPPY Act and contact your representatives and ask them to support the act. The ASPCA are less than 2000 signatures away from the goal of 40,000.

I wrote to Congress in October 2009 about this. Guess it didn't make it. I will click on the website now.

I had somehow missed this. It is a wonderful idea! Having been faced with having to rehome my babies more than once, that will be good for morale and wallets.
