Sudden agression toward other cats

How can you stop agression toward other cats?
We have a 1 yr. old male who attacks Allie, our 3 yr. old female.
She's so fearful of him now that she's had accidents pooping on
the carpet as she's running away.

He's neutered........she's spayed.
This fighting's got to STOP!

In my experience, I put the aggressor on "time out" every time he misbehaves. But based on the age of your boy, are you sure he is not just being rough at play? Some cats are hyperactive and need more toys or activities to release that built up energy.
