Ummm....doesn't look like it since you can see his testicles. Neutered boys don't have them.

He's quite the handsome devil, neutered or not.

How did you think he was neutered? Did you take him to the vet to neuter him? He has testicles, so he is not... Unless you personally took him in to get fixed, you can't assume he is neutered. Some cats who are neutered late have a little sac showing, but nothing full like that - your boy is not neutered...

No he was not a stray, he was born in our house. I asked my cousin to take him to the vet to get fixed, about five months ago

I thought I'm done with my problem.

Well, bummer! I think your cousin owes you an explanation and some funds for the surgery. However, it's a relatively easy procedure and Charlie will recover quickly. Call the vet and find out how much it'll cost. If it's expensive, ask for the number to a low-cost neutering clinic or call around to other vets to find out their prices.

Oh wow, he's a lovely boy but yes rather noticabely not neutured, over here they leave the sacks behind when they neuter but you can definetely tell he isn't fixed as he is rather "ahem....large"
Shame on your cousin!!x

Great pics. Charlie's a cute kitty
, but as others have mentioned, it looks like he's looking for girl cats to get friendly with

You can do a google search for low cost spay/neuter clinics in your area, the one near me does a neuter for 36$ total (includes the pain medicine/procedure) and they typically also do vaccinations if need be for a good price. I have had two cats done at my local one and they are very nice! The first one had a very loose tooth and they pulled it out for the kitty and gave him medicine because on of his ears had some mites. Then the second cat I took had a small amount of fleas that I didn't notice and they gave me a sample of their frontline to put on her bc I couldn't afford the 18dollars it would cost for them to give her medicine. I was worried at first that low cost might mean it wasn't as good but I have had good experiences. Have you spoken to your cousin about why they didn't take Charlie?
