My cat will not use the litterbox consistently...he will urinate in it usually but won't do the other. He is on a special feed to prevent urinary infections and his litterbox self-cleans...He even has two litterboxes!!! The basement is his territory (and has been) because my two dogs stay upstairs. What should I do? This very frustrating and disgusting!

What is he eating and how long has he been on it? What is his history of urinary issues, if there have been any?
Age?
Most likely what you are dealing with is still urinary tract related. Sometimes a food doesn't work for a particular cat and another prescription brand must be tried. Get him back to the vet to figure out what is going on - if it's a type of crystal it could cause his death if untreated.
Your other issue is going to be properly getting that urine cleaned up. If you're not doing so you need to clean every area he has peed with an enzyme cleaner. If you have been, you may need to try a different brand of cleaner.
If dealing with carpet it may be that the padding it beyond saving. You may have to pull the carpet back, seal the concrete underneath, and replace the padding. It you just have concrete down there it may need to be sealed to deal with soaked in urine.
Does he not like the dogs or are they not good with him? Stress is another part of urinary problems. Get some feliway diffusers for the basement, they can help a bit.

If he is pooping outside the box I would suspect constipation problems. Especially with auto boxes, it may be he takes so long to poop they start running while he is still in it.
Give him a couple of regular boxes to poop in. And talk to your vet about his diet, he may need some added canned food or he may not be drinking enough water. Give him a fountain.
He may not be getting enough exercise living alone in the basement. How much time do you spend down there playing with him so he will run and jump and run some more?
It must be awfully lonely for him living all alone in the basement. That doesn't seem right to me.

I blanked on that one. Thats what I get for reading a urinary issue thread right before this one.Still, there could be issues with the food and pain. So a vet visit is in order. As is proper cleaning especially if he's revisiting old spots.

Did I miss it - or did you say what kind of litter you're using?
If it has a scent - then maybe that could be part of your (his) problem - unscented is the best to use, IMO.
and as far as the automated litter pan - I agree, he may have had a beg scare and is afraid to use it again
I agree - see the vet - and if you can't get satisfaction - find another vet --- this is NOT a normal problem, again IMO.
