Right now? or eventually as to help prevent future problems. Right now, just leave him be until his vet visit. If his bladder is full you don't want to make him drink more when he can't pee, it'll just hurt.
Later, at the vet, mention it when talking about how to control this at home - depending on food he gets. You can mix a little extra water with his wet food. If he goes on a prescription food, that will mean prescription wet of the same brand.

One of the best ways to help cats get proper water intake is to either feed strictly canned or mostly canned. I add a teaspoon or so of water to the wet food to make it the consistency of oatmeal. This also increases water intake. You can try a water fountain water bowl and place bowls of water in various rooms of your home. Also, try different types of containers such as latte mugs, glasses, and bowls.

To repeat - your boy needs a vet now, right now - get an emergency visit scheduled. After his discomfort is relieved, then you can talk with the VET about possible prescription foods and increasing water intake - and you might want to look into pet fountains.
