The red dirt will make cats harder to clean I guess. Does the chemical or whatever breakdown of the red dirt more toxic to cats?

The soil doesn't matter, what is in it can be a problem. Fungus (of various types, including ringworm), bacterias, and parasites (if other animals have been around it) are the only thing you need to worry about.
