suckling on siblings

I have 5 kittens, born to a feral cat in my yard. They all got neutered and instead of releasing the kittens, I am trying to tame them and get them into homes. It's going well, but I am surprised that they keep trying to nurse off each other, at least the females. They couldn't have any milk, and I would think it would hurt, but they don't seem to push the others away when they try to suck. Does this mean they are hungry and I should feed them twice a day or are they still adjusting to being away from mom? They are eating cat food just fine, they were not too young to be separated, they are not little kittens, probably about 3 months old by now.

It's a comfort behaviour. They will most likely out grow it. Both Da Lip and Da Magpie would lick, chew and suckle my fingers when they first came in the house and they both still do the lick and gnaw when they are feeling upset or just needy or the weather is going to change.
