Since no one ever seems to understand this. Lets get something clear. Rendering plants do not make pet food. Pet food plants do and they get their meats from meat processing plants, the same place that the meat likely going on your table sometime this week came from. They get the scrap parts that is deemed too "icky" for people in the US (and people in the US are very picky compared to other countries).
Rendering plants will used diseased and euthanize animals. What else should be done with them? A dead cow is a lot of waste, you can't just leave it out in a field or in a feed lot to spread disease to the rest of the cattle. Products made from rendered animals are all around you - your very desk you sit at (if not real wood) has probably has an adhesive in it. Everything gets reused, as it should.
Again, rendering plants do not make pet food, pet food plants do and there has been stricter regulations put in place on them since 2007.
Aside from that, think twice before giving out private information such as what this online petition is asking for. Even if you're careful it's not impossible for people to get a hold of it (facing that myself, atm), so it's better not to borrow trouble.
If you want something done, personally write FDA officials and your state representatives about it.
