Protruding/from eyebrow whisker

My cat "Buttons" scratched above her eye and out came the whole whisker.Thus leaving a very tiny white bald spot.This was about 2yrs ago.No whisker has grown back so this is nothing to worry about.What I am worried about is that I was patting her the other day and noticed a per say "skin tag" protruding from that very spot,when i pull back her fur,it protrudes more,so I just left it. Before I call the vet,can anyone give me information of what this might be or what I should do if anything?
