Obama Orders Use of ‘Do Not Pay List’ to Cut Fraud (Update1)

June 18 (Bloomberg) -- President Barack Obama ordered federal agencies to create a uniform “do not pay list†to reduce some of the $110 billion in improper or erroneous payments made by the government last year.

The list is intended to prevent benefit checks, grants or contract payments from being made to individuals or companies that aren’t qualified to receive them.

“We have the weapons†to find waste and fraud, Vice President Joe Biden said at a news conference in Washington. “The more who know about this, the less inclined they are going to be†in trying to cheat the government.

A government-wide database, still in development while being used for the $862 billion stimulus program, would screen contractors, subcontractors and businesses, or individuals who obtain federal contracts to see if they have been convicted of federal fraud, operate phony businesses, owe back taxes, or otherwise would be ineligible for government payments or benefits.

Snip

The effort to use government databases to prevent improper payments will first be applied to the Centers for Medicare and Medicaid Services, which accounted for $65 billion of the $110 billion in improper payments, Biden said.

Some government payments have been going out for “the wrong amount, the wrong person or for the wrong reason,†Biden said. Over the past three years, the government paid more than $180 million to about 20,000 people who were dead, and another $230 million to 14,000 fugitive felons, he said.
I think this is the best thing he has done since he took office, I am ALL impressed.

Agreed. I'll give him a for this.
As long as the cure doesn't cost more than the problem.

I agree, it's a good start.

What I'd like to see is mandatory (and ongoing) drug screening for welfare recipients. Most people need to pass a drug screen to work and earn the money given to the welfare system...why shouldn't the recipients have to prove that they're drug free to receive it?

That is a wonderful idea. I would totally support that!

I'm in a Facebook group supporting that idea. Of course it would be cost-prohibitive to make everyone, frequently prove they're clean, but they could require testing on application, more frequently if they have a history of drug use, and by random lottery where they pull as many names as their budget permits. (I also think that they should have a one-time chance to keep their benefits by going through a really good inpatient treatment program, though, because if they did a dumb thing and realize it was dumb and really want to get clean, one run through a good program should give them the help they need to make that happen, and that's a step toward not needing welfare any more so we definitely should support that if they really want to get their lives together.)

Even a blind squirrel finds an acorn sometimes.

In all seriousness, that is a great move! Why didn't someone think of this a long time ago??

Give credit where credit is due - good move, Obama.

What gets me is that I see on a daily basis, people who collect benefits for themselves and all their children. I have negotiated government checks totaling more than I make in a month. Yes, they get more government benefits that I earn working in a month. They also get foodstamps. free utilities, reduced rent....why the heck should I work?

I have seen a huge influx of SSI checks since the welfare reform. They have gone from welfare to disability.
