I can't get an enclosure because it's not my house--otherwise my cat wouldn't be outside in the first place The owner said I could do the invisible fence since it is underground, and I would feel a lot safer if my cat didn't have access to the road.
You could try the electric fence, but you have to train them by letting them get shocked first. I don't like the fenses, but since you can't put an enclosure up, your options are limited.
