I don't get it. Even IF "the new deal will save thousands of whales over the next decade," if they are already exploiting loopholes in the moratorium, what makes Obama think these countries will play by the new rules?

I don't know. It's baffling to say the least. Apparently if you appease someone enough they will stop walking all over you.
