There's no reason to use soy sauce, cats can't taste saltiness and it would just jack up the sodium content for no reason. And the only vinegar I can see any reason for using would be apple cider vinegar, but you have to be careful how much you use. Onions are toxic, garlic is toxic in high doses, added sugar and salt should be avoided. I'm no expert on homecooking for cats but those are the basics.

Are you planning to give him an all homecooked diet or is this just for treats? If just a treat, cook up some nice chicken livers (no seasoning) and he should like that. Or boil up some chicken thighs....my cats REALLY like the broth and some shredded meat. If it's going to be a whole diet there's a lot of planning and balancing that needs to be done.

Sure, boiled fish is fine. Any meat cooked without seasonings is fine. The key is not to feed him too much or he might get an upset tummy. It's just a treat, so give him just a treat-sized portion.

Cats cant taste Sweet.. they can taste salt...

But neither vinegar nor soy sauce has a place in a cat diet..

The fact you are asking this tells me you Need to talk with Your Vet

As a treat ... as stated Plain meat is fine up to 10% of diet ...
