Dang, I am getting behind, this is the first I have heard of, Race To The Top.

Gee what a terrible thing to do - offer the schools money to voluntarily tighten up standards. Yup let's keep dumbing them down and making sure everyone feels like a "winner."

That's a new one on me too. Calling it a race seems to make it appear that there's going to be 1 winner.

In the words of a cantankerous ole' NASCAR driver...2nd place is just the first loser.
