it sometimes depends on how old the new kittens are, as well as how protective of the kittens the mother is. I was there when the kittens were born, as wll as I was the first person to touch them after the birth ((I had to cut the umbilical cords myself)). You need to keep an eye on the mother, and if she dosen't seem to mind, it should be ok for you to handle the kittens. Just remember if she (she being the mother) growls or hisses or raises the hackles (furr on the back of her neck) towards you, that means back off.
I always touch my kittens, Persians are not always the best mothers and we are always there to help the cat 'whelp' , Persians kittens are known for their large heads at birth and the mother has a small pelvis. When a persian has had one kitten, we must remove it from the sac and membranes and cut the cord, so kittens always get touched by us, it might be harder if the cat is a feral, if the cat shows any sign of agression I would stop touching the kittens.
