Another Sad Cat Story

Yesterday morning I saw this poor little kitten, I think he/she was only 2 weeks old. It was dead, and I can see it's skeleton and inside. I asked my neighbor what happened, he said that the cat owner accidentally stepped on it

Why in the world didn't someone have the decency to bury the little fellow. Poor kitty, rest in peace.
