You can buy special additives for the litter that have attractant in them, or you can try Dr. Elsey's Cat Attract litter, which has the additive already mixed in. Something about the smell will make your cats want to pee on it. Good luck!
ETA: Also, if one of them has had any accidents in the house, try to put the waste in the litter box instead of throwing it away.

I have a cat litter called catsan hygiene cat litter.
It was what they used before about 18 months ago. Same stay the whole lot, but wont want to use it, they want to go out.
The vet said that don't let them out for as long as they look shaky due to the operation. They would not be able to defend themselves well.

Dog pee/poo won't do the trick, but yes if you can catch some of the cats pee or poo and put it in their litter box - that might help.
It's not good for them to try to hold it for too long...do you think if you took them outside on a harness they would go pee? Then you'd be able to bring them right back in. This might only work if the cat is comfortable on a harness, though...

They are comfortable with me, as long as I am there, they are fine. However the only harness we have is for a dog.
