what does a cat standing up mean

i saw a stray cat

it stands up on two legs to greet me as i stroke it

also, he/she stands up and puts his front two feet on my leg (im standing),

does this mean he likes me

Yes, he is trying to get closer to your hands, which it regards as a source of pleasure.

Are you interested in befriending this stray cat? It does sound as though you have been Chosen.

You could start carrying a baggie of kibble with you and if you see him/her again, feed the kitty, every time you see him/her.
