Child Porn victim sues for restitution from viewers - new legal debate

Different courts in different states have disagreed, so IMO, this should be decided federally. I feel that anyone caught with kiddie porn owes the child portrayed in that smut some restitution, for getting their jollies at the cost of that child
Of course, the defense angle is that there are some people who have unwittingly downloaded those pics. I know first-hand that can happen - as in when I did a search for dog lovers & one site was for women who have sex with dogs

It's such a tough situation. Why is it so hard for them to stop the distribution of these images?? I don't get how some of these people get away with putting pictures of child porn online..
Or maybe people have saved the pictures and videos on their hard drive or burned them on CD's??
IMO if the site is taken down, the issue is solved and the person responsible for having the site is the one who should be tried and who should pay retribution to the children..
But the question I have is, the article made it seem like they can never stop the distribution of the images?? Which is scary in terms of how little power the government has to stop criminal activity online. I hope I misunderstood it.

Usenet, Freenet (especially),WASTE (true darknet), IRC, p2p programs, etc. Anything that you can set a password on, has private keys, and make invite only, or anything that encrypts and hides people's IP addresses. This is why the FBI usually has to investigate these sort of things for a while, to gain the trust of those distributing it.

Back when I used to hang out on some winmx chatrooms there were some childporn rooms in the channel list. I'll shamelessly admit to helping crash them and the KKK rooms.
