Fur plucking?

I have an older Siamese mixed cat that tends to "pluck" or pulling of his fur rather than just the standard licking to groom himself like most cats would do Simon was a rescue and always "plucked" his fur since I had him 6 months ago. Simon concentrates on his chest and stomach area only. He has no bald spots and seems to do it no matter what food that I feed him so I do not think it is an allergy related thing I am unemployed unfortunately so Simon and I spend more time than I would like so I have time to watch him. Simon loves to be brushed with the standard steel toothed slicker brush daily if I would spend the time with him Any ideas are welcome here?

Zoey does that when her allergies are bothering her... or if she gets very stressed

Is it extremely dry in your home? I have found a humidifier to be unbelievably helpful for a couple of my kitties with unexplained skin conditions after vet visits.
