Ive had Mojo for 8 years now. When I got him at 6 weeks old I was his 4th owner. He had agression issues then. Mo will lay on his back and kick himself in the head with his back feet and bite his own feet. He gets very mad growling and hissing at himself as he dose this. He will do this a few times a day. He also has displaced aggression where he will attack us if he see's another cat out the window. Anyone else ever experince this?

Displaced aggression when seeing another cat out a window is very common.
I'm not sure in what way you mean he bites his feet. We have two cats that chomp on their toes, and they really go at it. But they are not hurting themselves and don't make anything bleed. It is their way of cleaning, though I see it as kind of akin to a human biting their finger (or toe
) nails.
I'd need to see a video of what you're describing with the kicking himself in the head to have any idea what you're talking about or to draw any conclusion as to what he'd doing. We have a cat that at 7 years old continues to chase and grab and bite her tail, but she's just playing.

When he kicks himself on the head and gets mad about it, it could be just his frustration for not being able to roll over.
I've seen my cats do this tuck head on belly and then roll around like a ball. It's pretty funny but they seem to be dizzy after a few rounds.
