Cat with odd eyes

At the shelter, there is a pretty little flame-point kitten (perhaps 9 months old, maybe only 6 months) who has "odd" eyes. That is, the pupils seem to be fully dilated, no matter what the light conditions are. He's not blind; we checked. Anyone have any ideas what his problem might be, just as a shot in the dark?

high blood pressure is a definite possibility, and can quickly lead to detached retinas, too.

He's pretty new at the shelter, and one of the ladies who really knows her cats said he was behaving a little strangely when he came in. Carolinalima met him, too. He likes attention.

I'd say check the blood pressure, too.

Could be cysts, though. Tolly has a cyst on his pupil that makes it a very odd shape.
